Recreation Area

The days are getting longer, the snowdrops and crocuses are in flower – Spring is on its way at last!  The wildlife sign was installed in the play area on Thursday 24 February by weather-proof Gavin who managed to put it up despite the rain and sleet.  We hope the sign will engage and inform younger members of our community about the local flora and fauna.  All the wildflowers depicted on the sign can be found in the wildflower meadow area that is shown on the plan, and the Red Kites are often to be seen circling the skies over the playground.

 

The tennis court will re-open on 1 April 2022 and will be available free to use on a first come, first served basis.  All we ask is that you are courteous and fair; if you have been playing for 30mins or more and other people are waiting, please finish your game and allow the next players to use the court.

The adult gym is ready to use except for the spinning cycle, which is still awaiting repair. We ask you to use all the adult gym kit with care but please avoid using or take extra care on the cycle machine.  Instructions for use are displayed on the individual items of equipment.

The Parish Council will provide the area and use of equipment free for volunteer-led groups and activities.

Update on parking and traffic issues

Traffic issues persist at times in Harewood village and with the arrival of warmer weather we can expect more difficulties.

Two years ago, we arranged the installation of speed warning displays at the entrance to the village on the A659 from Collingham and on the A61 facing traffic coming from Leeds. These were commissioned from Leeds City Council but have not lived up to our expectations. Neither device was placed in the best strategic position to alert speeding traffic and the one on the A659 has never worked. We were also supplied with software to download traffic data from the signs. This too has never functioned. All our approaches to Leeds traffic engineers and to local Councillors have failed to resolve these issues.

Additionally, we commissioned two more speed warning displays to be sited in Wike to try and reduce the excessive speed of some vehicles along Wike Ridge Lane and Backstone Gill Lane. We are still awaiting their installation and again our efforts to progress this matter with Leeds have not been successful. We understand the pressure that local government has faced during the Covid pandemic, so we are being patient but we will continue to follow-up on these issues.

Parking problems are still occurring in Church Lane, The Avenue, Spring Gardens and Bondgate. Leeds City Council is to create additional parking bays in Bondgate using part of the grassed area that is in its ownership. The Parish Council has also discussed the provision of residents' only parking along Bondgate and other areas in the village, as well as the wider use of double yellow lines. This is not a panacea as prohibiting parking in one place may move the problem elsewhere. Many motorists believe they are alleviating the problem by parking wholly or partly on the pavement, and there are times when parked vehicles turn The Avenue into single-lane road. While it is not illegal to park on the pavement here (unlike London), it is illegal to cause an obstruction. If the pavement is restricted to the extent that it cannot be used by persons in wheelchairs or pushing prams then an offence has taken place. If you are inconvenienced in this way, we would suggest that you photograph the vehicle concerned in situ (including its registration), note the exact details – time, date and location and inform the West Yorkshire Police using this link:

Please note that offences relating to yellow line parking, etc can also be notified to Leeds City Council using this web site.

We have discussed other measures with Leeds Councillors including the provision of more visible ‘No Through Road’ signage for Bondgate and Church Lane, and reinstatement of the bollards that prevent vehicles driving on the footpath from the village hall car park to Bondgate.

We have had to say a sad farewell to our impromptu but well received banner sign asking motorists to drive carefully through our village. Unfortunately, Parish Councils are not authorised to put up road signage and we were obliged to remove it.

The Queen's Platinum Jubilee

The Queen’s Platinum Jubilee will be celebrated over a long Bank Holiday weekend from Thursday 2 to Sunday 5 June. This long weekend makes it possible to hold a range of events on different days.

Events planned for Harewood parish include:

Wigton Moor: Afternoon tea and Pimms at Wigton Moor United Reformed Church on Saturday 4 June 2022. The event is being organised by Moira Gallagher and Cllr Carol Hughes . Contact wmurcsecretary@btinternet.com for further information or if you would like to get involved and help with the event.

Harewood: The Village Hall Committee is organising an event. More details to be announced soon.

Fly Tipping and other anti-social behaviour

It is hard to believe that anyone would dump a load of rubbish outside the cemetery gates at any time of the year but especially at Christmas. This is a particularly sensitive time when families and friends often pay a special visit to the graves of loved ones.  On Christmas Day 2021, anyone visiting Harewood Cemetery would have been confronted, as we were, by this unsightly heap of junk:

The incident was reported to Leeds City Council immediately but, due to seasonal holidays and staff shortages, it took nearly six weeks for the rubbish to be collected.

Fly Tipping is illegal. If someone fly tips they may receive a fine, criminal record or in serious cases a prison sentence, and vehicles used for fly tipping can be impounded.  You can also be fined and get a criminal record if you pay an unlicensed person to remove your rubbish and it is fly tipped.  If you have bulk waste find out how to dispose of it here:

Vandalised vehicle

We are also sorry to hear about another incident of anti-social behaviour in Harewood. A visitor to the village had their car vandalised while it was parked in Bondgate.  If you have any information that will help the Police track down the culprit please ring the non-emergency number 101.

Trees

Following on from our item in the Christmas Newsletter about tree pruning and management in the conservation area, Harewood Parish Council recently commissioned a survey of the cemetery trees.  Fortunately although maturing, most of the trees in the cemetery are healthy and ageing well.  There is one large Ash tree in the centre of the cemetery that requires major attention and some pruning work that needs to be carried out on other mature trees around the perimeter.

At its meeting on the 10th February, Harewood Parish Council set revised charges for the cemetery. Charges were increased by around 3% in line with those being applied elsewhere by Leeds City Council. Residents in Harewood Parish benefit from significantly reduced rates.

Bus services to Wigton Moor

Those of you living in Wigton Moor will be well aware of the very poor bus service. The No. 48 runs just once each hour during the day and there is no evening or weekend service. The Parish Council has been lobbying for the provision of an electronic bus display at the terminus stop by the shops in High Ash Drive. There is particular hardship when services are cancelled, and bus users may be waiting hours (literally) not knowing if a bus is coming. Councillor Ros Bystryakov has started an on-line petition seeking to gather support for this modest addition. Wetherby Local Care Partnership

A representative from your Parish Council is now a member of the Wetherby Local Care Partnership group. The aim of the partnership is to use available resources more effectively and work together make a real difference to the health and wellbeing of people in our area, many of whom are older, frail and face barriers, such as transport and mobility issues.

There are two vacant seats on Harewood Parish Council. Elected Councillors can fill these places by co-option until the next elections are held. The Council particularly needs more representation from the Wigton Moor Community.
