Annual Meeting

The Annual Meeting of the Parish Council was held via Zoom on Thursday 18 June. Meetings of the Council have been held remotely since the Covid-19 measures were introduced. At this meeting Councillors agreed to co-opt an additional member to fill one of the three vacant seats for the Wigton Moor ward. We are very pleased to welcome Ross Bystryakov, a student who is interested in local government and the community. 

Traffic Improvements in Harewood

Leeds Council plans for this work to begin at the end of July to remodel the traffic lights junction in Harewood. The project will comprise: 

·       Widening the pavement outside Harewood CofE Primary School

·       Allowing “straight across” pedestrian crossing on Harrogate Road and The Avenue

·       Upgrading signalling and traffic detection systems including a separate signal to turn left into The Avenue

·       Peak period parking restrictions on The Avenue

·       New white lining within the junction to clearly mark the right turn waiting areas into Harewood Estate

Alwoodley Park and Ride

The Council was disappointed to learn that the Park and Ride facility on land opposite the entrance the Grammar School at Leeds has been shelved by the City Council. It did not make the final list of Leeds City Council projects to be financed by a £170million grant from the government.

The Council hope this will not exacerbate existing problems with parking in Harewood Village and in Wigton Moor with commuters choosing to use the bus for part of their journey.

Heavy lorries using the A659

The Council is aware of the noise and pollution caused by the heavy lorries that travel East - West through Harewood village between Pool and Collingham. We are investigating how we might seek a weight limit of 7.5 tons for goods vehicles. Leeds City Council can make such a traffic order but the statutory process requires consultation with all communities along the route concerned and with road users, including the haulage industry. An additional complication is the fact that much diverted traffic would have to use routes in North Yorkshire, which could raise objections and lead to a public enquiry. We will keep you updated on this matter. 

Harewood Recreation Project

Planning approval for the children’s play area, adult outdoor gym and tennis/multi-purpose court was granted in February 2020. The project has been stalled by the Covid-19 pandemic but the Parish Council has now appointed Groundwork to prepare the recreation area contract for tender. Once a contractor is appointed, we hope that work will commence fairly quickly. Please see our website and newsletter for future updates.

Harewood Cemetery

Last year Harewood Parish Council conducted a survey of cemetery visitors to seek their views on a shelter within the cemetery grounds. We found the idea was well received and supported by a large majority of respondents. As a result, we plan to convert the disused outhouse in the cemetery to provide an open shelter. This outbuilding is the only remaining part of the former chapel. The work will not disturb the existing Garden of Rest where cremated remains are scattered. The memorial plaques currently on the outbuilding wall will be removed for the duration of the work, stored respectfully and replaced when the conversion is complete.
